I do not believe that the quote, "rock and roll is here to stay," can be authoritatively attributed to any one individual; however, I believe that it became part of the American vernacular in 1958 when a Philadelphia group known as Danny & The Juniors had a national hit record titled, "Rock and Roll Is Here To Stay."
The song was written by a member of Danny & The Juniors: Dave White Tricker (known as Dave White). The other members of the group were Danny Rapp (lead tenor), Frank Maffei (second tenor), and Joe Terranova (baritone/bass). Dave White was the second tenor.
"Rock and Roll Is Here To Stay" was a follow up to their 1957-1958 #1 national hit record, "At The Hop." Like "At The Hop," "Rock and Roll Is Here To Stay" was released on the ABC Paramount label (#9888). It quickly reached the top 20 on the charts, and stayed on the charts for 11+ weeks. The group toured with several of Alan Freed's traveling rock & roll shows and appeared on "American Bandstand."
